Blended finance is a powerful tool for unlocking investment in inclusive and sustainable energy access

  • by Wim Jonker Klunne

In a new report developed by GOGLA, in collaboration with Dalberg Advisors and supported by GET.invest, they explore how innovative financing structures are helping to close the energy access gap by catalyzing more capital into the off-grid solar sector.

Drawing on eight real-world case studies, this report provides a fresh look at how blended finance is evolving, and where it can go next. While investment needs remain significant, there is growing alignment among donors, DFIs, philanthropies, and private investors to mobilize capital at scale.

The study identifies practical strategies to design more effective mechanisms, reduce costs, reach underserved markets, and better align financing with the realities of OGS enterprises. These insights offer a roadmap for how stakeholders can work together to scale successful models and drive impact.

With concrete recommendations tailored to donors, investors, DFIs, enterprises, and policymakers, the report makes the case for why blended finance is necessary to deliver transformative outcomes in the decade ahead.

Unlocking Energy Access with Blended Finance was supported by GET.invest, a leading European programme that mobilises investment in clean energy, co-funded by the European Union, Germany, Norway, the Netherlands, Sweden and Austria.
